Planning for the Castro Specific Plan
Some of CAPA’s most active members met in January to initiate a new effort to develop a comprehensive “Castro Specific Plan” This process will begin by compiling much of the work that has been completed over the years to use to build support among public officials, and neighborhood stakeholders for a planning charrette that could be funded through the recently passed Proposition K, which extends the sales tax in the city for transportation projects and planning. This process would be focused primarily on streetscape improvements (including Harvey Milk Plaza) but could touch on issues of land-use that supports efficient transportation.
BART Director Tom Radulovich attended the meeting to discuss CAPA’s ideas, and described a similar neighborhood planning program in Glen park, organized by the City Planning Department, Supervisor Bevan Dufty and Director Radulovich. In the case of Glen Park, funds of about $100K were obtained to conduct a week-long planning charrette, looking at streetscape, traffic calming, etc. Currently the plan is in the public review phase in preparation for receiving an endorsement for the city’s Planning Commission. Prop “K” funds should be available about six to nine months after the November 2003 election (May to Jul 2004). Grants from the MTC’s Transportation for a Livable City are also available for up to $15,000.
Supervisor Dufty Calls Meeting to Outline Market St. Traffic
Calming and Pedestrian Safety Measures

Supervisor Bevan Dufty is hoisting a special meeting on February 23 at the Castro meeting Room (CAPA’s regular meeting place) to launch an important pedestrian safety project for Market Street.
The Traffic Calming program will consider several means of improving pedestrian safety at the intersections of most of Market Street’s cross streets between Diamond and Dolores, which are some of the most dangerous crossings in the city. All members of the public are invited, and members of CAPA and other neighborhood groups are especially welcome to share ideas about how to improve pedestrian safety.
The new countdown traffic lights
are a great improvement to safety, but a comprehensive plan for Market Street
would not only improve safety but also improve the quality of the street for
pedestrians, businesses, Muni and even drivers. CAPA has put forward many ideas
from closing parts of busy intersections to cars to adding curb bulbs at
corners and providing better lighting.
On your next walk around Market Street, pay attention to how the intersections
work and don’t work, and bring your ideas to the meeting on February 23.
Farewell to Linton Stables
This
month, San Francisco will say goodbye to one of its finest citizens, Linton
Stables, who is moving to New York City in March with his partner Greg. Linton
is a founder and long-time member of CAPA and has been a tireless advocate for the Castro and for a bold and
progressive vision for the neighborhood he calls home. He has just completed a
term as President and served for years as vice president. In addition to CAPA
Linton has been a leader in organizations as diverse as the Metropolitan
Community Church, the Construction Specifications Institute, the American
Institute of Architects and SPUR, and has served on several city commissions.
Linton’s
thoughtful and generous vision for the Castro steady has helped CAPA stand out
among San Francisco’s neighborhood groups, and I will miss his friendly
demeanor, and his consistent support the organization. Good luck Linton, and we
will look forward to many visits.

1. Formula Business Regulations: Michael Mullin made the motion that CAPA support the proposed legislation. Bob Burnside seconded the motion. After discussion, motion passed. Vote: Y-6/N-0/A-0

3. Michael Mullin discussed the importance to solidify CAPA’s “Plan” for our neighborhood based on all the many previous CAPA planning efforts.
4. Organizational Planning Retreat in January: The planning retreat is on for 9 AM Saturday, January 24. It will be held at Michael Mullin’s Office, 95 Brady Street. Aaron Starr will take the lead in organizing the meeting. Joe Curtin will provide the agenda.
